The cause Decades of outsourcing hollowed out internal APS capability (Thodey, 2019). The insourcing mandate is the policy response — but rebuilding capability takes years. $4bn+ in contractor spend has been cut; in Defence, DDG contractor spend is down 94% from peak. The gap this leaves isn't filled by intent.
The pressure Cyber, identity, cloud, ITSM and data governance foundations are being pulled forward now — with AI and automation following. NV1 is the baseline clearance requirement across most of these programs; the APS cannot self-source this at scale. Policy stability through May 2028 underwrites the pipeline — but only for those who can deliver.
